Effectiveness of the economic policy of the School Feeding Program

Abstract

The objective of this study was to evaluate the effects of the Ecuadorian School Feeding Program -PAE- in terms of efficiency and effectiveness. For this, variables related to the level of assistance and its determinants are considered, as well as the amount of investment in contrast to the number of beneficiaries of the program. The time interval for this work was located in the period 2000-2013. An analysis of the efficiency of social spending was also carried out, following the line of two studies focused on the evaluation of this social program where the Instrumental Variable method was used. The main source of the data necessary to carry out this work was the 2013-2014 Living Conditions Survey (INEC, 2014). Among the main results, it was concluded that the PAE, in the period studied, was not efficient since the number of beneficiaries did not increase in the same proportion as the budget allocated for its financing. Regarding effectiveness, it was shown that only children who live further away from school and who therefore take longer to arrive, are favored by the program, so the PAE did not achieve optimal effectiveness results. This evidences the need to restructure the SAP in the sense of targeting it towards the most needy using various socio-economic variables. In this way, public policy would meet its objective and contribute more forcefully to the reduction of child malnutrition, breaking the vicious cycle of poverty.
